Background

Jalyukt Shivar Abhiyan (JSA) is a flagship program of Government of Maharashtra launched in the year 2014 to provide long-term and sustainable solutions to the water scarcity problem faced by rural communities. The program proposes a planning-based integrated framework to address both drinking water and irrigation water demands of communities. Interventions include building and repairing of water harvesting structures such as continuous contour trench, cement nala bund, earthen nala bund, loose boulder structure, farm ponds, and agricultural interventions (horticulture plots, terracing, etc.).

Role and scope of the work 

The overall implementation is coordinated by the District Superintending Agricultural Officer (DSAO), the taluka level staff under him, and other departments such as Ground water survey department agency (GSDA), Forest, Minor Irrigation–Zilla Parishad (MI ZP), Minor Irrigation – Water conservation (MI WC), Rural Water Supply (RWS) and Social Forest. A Government of Maharashtra has targeted to make 5,000 critical villages drought free in Phase 1, i.e., by the end of March 2016. In Palghar district, 50 villages in 8 talukas were selected for Phase 1 of JSA program. 

Technology and Development Solutions Cell (TDSC), at Centre for Technology Alternatives for Rural Areas (CTARA), Indian Institute of Technology Bombay (IITB) is empaneled for conducting a third-party evaluation of the Jalyukta Shivar Abhiyan in Palghar district, by Palghar District Collector through an agreement signed in December 2015. TDSC received a work order for the same in October 2015.

Third party evaluation work by TDSC is limited to the scope of structural level assessment , habitation level assessment and rapid assessment of village plan. Also expects third party evaluation which will comment on JSA program implementation for the year 2015-16. 

Intended Outcomes 

The intended outcomes of this third-party evaluation/assessment are:

·       Methodology to assess program implementation

·       Data collection tool and GIS support for planning and monitoring

·       Technical evaluation report of civil structures

·       Overall opinion on the process and conduct in JSA in Palghar District
