Title: Data Quality in Health Management Information System - a view from field functionaries.

Abstract:

Access to Universal, equitable, and affordable health care services to every citizen is a primary duty of every government reflected in national as well as international policies. Health information plays a vital role in monitoring, planning, and improving health services across the population. Under the National Health Mission, the Government of India launched two digital Health information systems to monitor maternal and child health. The health management information system records aggregate numbers from health facilities on monthly basis. The reproductive and Child health system records individual beneficiary level data on daily basis. The literature showed the use of the health information system in the Indian public health care system is still "data-led" and not "action-led" due to poor quality of data and lack of focus on the use of data skillfully. The introduction of an Information system in the public health system is very different from implementing it in a Clinical setting where the focus is on the individual and not the population. The multiple contexts of public health systems like technical, political, institutional, behavioral, and regional need to take into consideration while implementing information systems in government systems. Technology is not an end to development. It is one of the means to achieve better healthcare. Hence its benefits depend on the social, organizational, and behavioral factors of the social/organization system in which its placed.  The study tries to understand the functioning of the district to sub-center level field staff with this digital interface and its impact on quality data generation.
